Retroarch has the Beetle Saturn core but it only works on the 32bit version so you lose performance.There are some newer emulators looking to achieve cycle perfect accuracy for GBA but I don't believe they have any android ports, and are generally behind feature wise. mGBA is what most consider the best emulator for Android in terms of accuracy / featureset.
